Washington State Legislative Black Caucus Makes History as Largest in the Western U.S.
OLYMPIA – The Washington State Legislative Black Caucus (LBC) has reached a historic milestone, becoming the largest Black Legislative Caucus in the Western United States. The addition of Representatives Natasha Hill (D-Spokane) and Shaun Scott (D-Seattle) has brought the group’s membership to 13, surpassing California’s Black Caucus in size.
Representative Kristine Reeves, Chair of the LBC, celebrated this growth, stating, “We are thrilled to welcome Representatives Hill and Scott to the Legislative Black Caucus. Their addition strengthens our voice and expands our ability to advocate for the needs of Black communities across the state.”
The LBC also announced its leadership team for the 2025-2026 legislative session. Representative Reeves will continue to serve as Chair, Representative Brandy Donaghy (D-LD 44) will assume the role of Vice Chair, and Representative Natasha Hill has been elected Communications Chair. Hill expressed her excitement for her new role, saying, “I am honored to be elected as the Communications Chair for the Legislative Black Caucus. I look forward to working with my colleagues to amplify our voices and advocate for policies that uplift Black communities.”
The expanded LBC now includes Representatives April Berg, Brandy Donaghy, Debra Entenman, David Hackney, Natasha Hill, Melanie Morgan, Julia Reed, Kristine Reeves, Shaun Scott, Chipalo Street, and Jamila Taylor, as well as Senators John Lovick and T’wina Nobles.

The LBC is focused on advancing racial equity, economic justice, and social justice. Through advocacy, legislation, and community engagement, the Caucus works to dismantle systemic barriers and create meaningful opportunities for Black communities across Washington State.
