After a botched eye surgery while in the custody of the Department of Corrections, an Oregon prisoner’s attorneys claimed that his eye slowly and painfully perished within his head. The inmate’s allegations of medical negligence were paid for $1 million.
In a federal complaint filed in 2019, Jabbar Al-Khafagi, who was serving a 16-year term at the Oregon State Correctional Institution in Salem, claimed that the Corrections Department had violated his constitutional rights by imposing cruel and unusual punishment on him.
